Probably not Router, just Steam, Servers, etc. Try to replay with him again. You mentioned you did, but maybe even try to validate files, play again. Otherwise its Steam/DI Servers. Oh, if youre trying to join someones server and keep getting dropped, it might be a Firewall Issue.
