Directly SSW of the Copperhead Rail Yard outpost there should be a bald eagle location up on the hill. That's the easiest one to get to. Otherwise if you want those scenic views, head to Snowshoe Lake in the Whitetails. 1.
Near the village. I was so happy though .) I completely upgraded my quiver from the story quest to climb the mountain and get rare feathers. Shoot down the eagles that attack you for regular feathers, and the ones from the story are the last needed for a fully upgraded quiver. I can now carry almost 50 arrows.
From the painting you can tell that the image depicted is the image of the eagle's nest that Wogah has you climb up to in the mission to get rare eagle feathers. If you haven't reached that quest yet just follow the wall north to the end of the lake and then climb up to the tip top using your grappling claw.
